I thought admins could do it. In any case, you can effectively rename the category simply by changing all the links to it.
You do hit on a genuine problem which occurs in many places, to do with critical mass. People sometimes support a deletion request for a category that is virtually empty. But it may be virtually empty just because it's new and hasn't yet achieved full usefulness. Similarly, we should not delete stubs just because they're short - they are still growing. Solutions welcome.
