Thou shalt not harass. If naming a site really is harassing, then it comes under harassment policy. The case has to be made that the specific behaviour of the specific editor with the specifi link is intentionally harassing.
I agree, and always have. Certain other people, however, don't - and that's how we ended up in this mess in the first place. Sadly, I can't see those people changing their behaviour.
