I've received communications on my user talk page leading me to the conclusion that the range 207.200.64.0/18 (assigned to Netscape) may be an AOL-style dynamic private proxy range. If so, the boilerplate at Special:Blockip should be updated to note this. As you may know, Netscape is now owned by AOL.

There is little doubt that Rovoam made the edit in question, but my subsequent 24-hour block against that IP blocked WBardwin, who must have had that IP assigned to him in a subsequent session. WBardwin says he didn't make that edit, and the pattern of edits on that IP isn't similar to Rovoam's.
