Because that isn't really what it's for, per the decorative policy. It's there to keep out the *irredeemable* crap that makes it past speedy. (And I'm painfully aware that new articles can at times run up to thirtyish percent shoot-on-sight speedyable. Anyone doubting this should do Special:Newpages patrol; if it doesn't turn you into a bloodthirsty axewielding deletionist, it'll certainly give you a strong understanding of them.)
I'm hoping the rating system will help with this, then those wanting a higher-quality Wikipedia (e.g. me) will eventually be able to extract one at will and not feel they have to clear out the marginal but verifiable.
