Usually IPs shouldn't be blocked indefinitely and I'm pretty sure Bluemoose will be reminded of that.
Yeah, I unblocked the IP and left a note on Bluemoose's talk page reminding him that indef. blocks on IP's are outside of policy unless the IP is an open proxy, especially since this is a college IP and may be a shared computer.
Always remember that if it is a shared IP, someone may have been running an open proxy on it in the past.
