And after an irc conversation today in which he appealed his latest block in en by Snowspinner, I blocked him indefinitely from English Wikipedia.
He says that our rules are rubbish, and that he intended to continue "following" them as he has in the past. (i.e., not at all) I implored him to take on a higher standard of behavior, but he adopted a lawyering posture about it, that he's going to do as much as he can within the rules as he sees them being applied to others. (i.e. the argument that if anyone gets away somehow with bad behavior, he can do it too).
We've got an encyclopedia to write, and we should be very very sorry to those who have had to put up with him for this long.
