The BLP task force is a Meta project, organized by Cary Bass. It's common and accepted for discussions to be held on IRC, since text chat is a better medium for real-time discussion and coordination than wiki. The WMF has all sorts of IRC meetings, from office hours to board meetings. There's no sense in requiring all Wikimedia-related discussions to occur on a talkpage somewhere.
