Am I misreading the block feed or, are we blocking dynamically assigned IP address space with the reason {proxy} for indef?
Probably. Note that not all are errors - there are some that are dynamic and some that are just in dynamic-looking ranges. And some "DHCP" changes every 8 hours and some changes every six months. And lots of 0wnz0r3d home boxes on DSL.

Wikipaedia's current Tor blocking methods are quite crude, resulting in many false positives and false negatives.
You can use TorDNSEL or exitlist to generate a list of Tor nodes exiting to Wikipaedia: http://exitlist.torproject.org/ http://cvs.seul.org/viewcvs/viewcvs.cgi/tor/trunk/contrib/exitlist?rev=10402...
Other softwares of interest: http://en.wikipedia.org/wiki/Wikipedia:Requests_for_adminship/TawkerbotTorA http://www.imperialviolet.org/binary/mediawiki-1.4.4-tor-block.patch
If you are interested in any of these, talk to me!
So, for the record, if you don't use these softwares, it is not the fault of the Tor developers if Tor is not accurately blocked.
