I would suggest that instead, the rule is kept as is, but first-time violators are not blocked, but instead *strongly* warned. "You would normally be blocked for this. Take a good read of [[WP:3RR]] and don't ever do it again."

Back when I was last invovled the general approach was that if someone was new (that was defined subjectively) and had not been informed of the rule you would not be blocked. Our smater revert warriours responded by warning their opponents about the rule after two reverts.
