For reasons unknown to me, the arbitration committee currently only accepts cases directly referred to it by you. This should be changed ASAP.
The reason is that we've not yet decided on our working processes, and so are trying to limit ourselves to emergency cases while we finalise some guidelines (perhaps the situation isn't optimal, but it's how it is).
Don't worry, it will be changed ASAP.
