If you'd be willing to provide contact information for right authorities (probably the IT department) for your school to me privately I'd be glad to get someone to contact them and sort this out.
It may actually be that the computer you are using is configured to use that proxy. Do you get that message about sites other than Wikipedia?
It should be noted that in many school districts this sort of thing is managed at the district level rather than at individual schools. Individual schools may not have personnel on staff who are able to understand much IT.
