No, there's no way to do it without copying to commons as you suggest. I wouldn't recommend deleting existing images on other wikis, just copy. Unless there's a policy on commons that says otherwise.

I would also recommend adding interwiki links to the image's page at other wikis from the Commons - might be useful in the future (and also to easily find out where the image is used, until it can be done automagically).
