Canadian government footdragging on this has been just wonderful. While many countries were quick to rush this kind of thing through before the public became aware of the problems. The various governments here hog-tied themselves in their own bureaucracy. Now that they feel ready to move they have just discovered that a controversy has been allowed to grow.
