Just because you want to invent that kind of rule in your own little imagination doesn't mean that it's going to apply to anybody else. If you don't want to link from section headings nobody is going to force you to do it. Please don't disrespect others by saying that they can't.
I didn't invent it, I'm just stating how it should be applied; secondly, linking section headings is horrible from a usability perspective - just imagine how it will look when you print it!
