He has tried to edit repeatedly; see [[User:Paul Vogel]] and history thereof for the IP addresses he's been using, and http://en.wikipedia.org/wiki/Wikipedia:Banning_policy#Penalty_for_evasion for the rationale behind the extensions of the ban.
