From time to time, IPs are blocked for serious vandalism, and
depending on the severity this can be for long periods of time. However, dynamic IP addresses are constantly reassigned, and as a result blocks can be misdirected.
If you visit your talk page (http://en.wikipedia.org/wiki/User_talk:82.37.50.138), click the 'Edit' link at the top and add {{unblock}} followed by a brief explanation of the situation, one of our admins will unblock you.

The problems encountered by Mr Andrews are, ISTM, the result of a range-block. Clearing it up will be much easier if we know who the original blocking admin is.
By-the-bye, is it now SOP to throw up the "{{unblock}}" solution whenever someone experiences problems accessing Wikipedia's edit facility? If so, would it be overly cynical of me to publicly wonder how long it will be before people --- not necessarily Akash, of course --- begin saying things like, "I'm sorry, you can't be unblocked because you don't have that template there"?
