I feel this is a poor idea; some articles might need significant trimming or need to be broken up into several subarticles. Also, some articles need to be renamed, and so on. And what if an admin decides to delete a bunch of articles to be an asshole?
Also, some users just/mostly enjoy article creation (I was once one of these), they will be gone if this is implemented.
To be honest, I don't think article creation is stealing much effort into other areas. Most users almost always edit existing articles. So if we can't expect efforts to be redirected, this won't help us much at all.
