So far two people have thought that
"only complainants can edit this section"
means that only the person who originally requested arbitration is allowed to add evidence. The template needs to be reworded to make it clear that it only means that the accused and their supported are supposed to respond elsewhere, but I just can't think of how to put it.
I don't think that the problem is limited to this particular complaint, but I coldn't be sure of where to find the "template" referenced in the message.
Taking the quoted comment literally I would agree with the interpretation placed by the two people. It seems as though you want two separate pages. These might be "Evidence supporting the complaint" and "Evidence supporting the defence".
