Deterioration happens when:
- Vandalism goes unnoticed, especially sneaky (fact-changing) or
blanking-type vandalism
- Random crud (aka. "cruft") gets added
- Other stuff which we can't quantify yet
Deterioration is bad. But is it sufficiently common to be a problem? What are the relative rates of FA->non FA vs non-FA->FA transition?
