Wikipedia should not provide information that is likely to lead to harm.
That would require us to exclude information on rather a lot of ethnic conflicts.

I understood it well enough. Accurate information on a number of subjects is inflammatory. Imagine if the Chinese people actually had access to a video of soldiers machine gunning Tienanmen protesters. I doubt if anyone eating at the McDonald's at the site would have much appetite.
