Just in case, I have started an extension for an "import-only wiki", where peer reviewers can import a specific version of an article from Wikipedia, but *not* edit is (so it doesn't become a fork).
"extensions" module, "staticwiki.php". Not finished by far, not even working currently. Could be soon, though.
