At Usemod wiki (that means some of the older wikipedias) pages can be deleted and restored by anyone. And most wikis use Usemod. It can't be unwiki to do that.
Yes, but deletion there works completely differently. It works by putting a notice on the page to be deleted. If the notice isn't removed after so many days, the page is deleted automatically.
