Definitely a fork. Internet-Encyclopedia is an implementation of the wikipedia3 software that has different policies from Wikipedia. For example, rather than one article from a NPOV, Internet-Encyclopedia will have several articles from different points of view on a controverial subject. Also Internet-Encyclopedia is written in American English. There will also be more tolerance of material that Wikipedia editors would reject as creative or otherwise objectionable because of point of view, lack of scientific consensus, or simply shortness. Generally a much more relaxed attitude will be worked for (although what one gets in that department will depend on folks adopting one). Additionally, both ==Further Reading== and ==External Links== sections will be expanded. (remember I'm a bookseller).
When coding is complete and the need arises (right now there is no traffic) editing will be limited to folks with wikipedia experience and involvement and carefully screened based on what they have done on Wikipedia.
As to why, just tired of having my articles trashed and the constant critical attitude. But when you're in the water you start rethinking a lot of things.
On the whole I think wikipedia will benefit over the long run.
Also you can't go GNU and expect no one to ever use it.
