The talk page guidelines say:
"Don't misrepresent other people: Typing errors, grammar, etc are always fair game, and remove personal attacks where you can, but don't edit someone's words to have them say something they don't believe in."
Whether that specifically covers signing as another user isn't clear - but generally, doing so is considered a Very Bad Thing to say the least.
*However* ... reading the context of the text, I believe that UncleBungle was actually trying to direct the comment /to/ you, rather than pretend to /be/ you. It's just unfortunate that your name was at the end of the sentence and the style he chose for your name is the same as you use for your sig (something he may not have realised as your sig did not appear on the page at the time). What I think UncleBungle intended the text to say was something like:
"I'm not going to start an edit war User:Slrubenstein, so I'll discuss this here... -- UncleBungle"
I'm sure UncleBungle could confirm if my interpretation is correct, but it looks to me to be a misunderstanding. He could do with being reminded to sign his posts too - that would help make things clearer in itself.
