Alright, here's what we do:
1. Disable image uploads across all projects. 2. Move all images to somewhere else until they are verified. 3a. Only allow administrators to upload images, and hope that admins have a decent grasp of copyright law. 3b. Have all images be handled by the Wikimedia Office and/or the permissions queue of OTRS.
Would it fix anything?
