When people who are actually working on the article complain - they are told it is policy - and directed to the policy page - if they want to change it they must go there. When they do, the clique quickly rejects them. I am honestly not trying to reopen an old subject, but this is EXACTLY what happened in the area of WP Categories. It is exactly what I encountered.
