Maybe changing it to [[List of people convicted of war crimes]] would be better, even if that meant people who died before a trial/verdict wouldn't be listed.
The usual criteria for things like this is "people who were convicted, or people about whom there is little academic doubt", FWIW.
(The latter case covers people who were tried for something else, or who died before standing trial, but are generally accepted as having committed the crimes in question)
