This all looks incredibly messy; however, it appears that a number of people who should have gone to the foundation / office and stepped away from the situation instead got neck-deep in it.
I'm going to refrain from any comment about the pretty obscure and convoluted particulars at this moment.
However, it may be time for a "in extreme cases of claimed real world user misbehavior the Office has first and only jurisdiction" policy.
