True that, brother! Speak the truth! I think that by and large, as Wikipedia grows, our mechanisms for dealing with "problem users" becomes less and less effective. If we don't (a) develop better, clearer policies prohibiting a wider array of disruptions, and (b) develop methods to better and more expediently deal with users causing disruptions... ... then we will be known as unreliable, and disorganised, and half-rate. The glorious project that is Wikipedia will fail (IMO).
