Fixed terms could be a reasonable idea. A time out would allow some people to become more reflective about their roles.
I don't see elections as the best way of dealing with this. When I look at the admin list, I have no idea who most of these people are. I looked at the contributions of a couple of unfamiliar ones, and found that they are only casual participants. I presume that they are good people when they are here, but I simply would not have enough information to serve as a basis for voting.
I guess that 245 is not yet well over 200. :-)
