I have no objection to a temporary range ban in this case, if it becomes necessary. It's actually not 999,999, because there are only 256 alternatives per number. So it's 256*256 = 65,536.
What would be neat would be able to 'soft ban' certain ip number ranges in extreme cases. We've never had to do that (yet), but a 'soft ban' would mean that people can't edit from those ips unless logged in, and that new accounts on those ips would be flagged for monitoring, just in case.
