Yes,
Tariq Americans with African heritage do live in New York. The point is categorizing New York as a "bla inhabited region" is essentially redundant and trivial since we would probably have pages of categories.
The problem I am having is with [[Category:Kurdish inhabited regions]]. I think the category is problematic, trivial and redundant. Such categories often fail to meet [[WP:V]].
I also have problems with a [[Category:Religion in Kurdistan]] and its subcats. Not only are they underpopulated, but also they fail to meet [[WP:V]].

It's all a matter of perspective... there are Africans in New York, after all, none of use is more than a few hundred (maybe a thousand or two max) generations removed from Africa :)
But seriously - is there any nationality not represented in New York, or London, or... It strikes me as a hopelessly broad series of categories, and also terribly trivial.
