Well if you go to http://download.wikimedia.org/ you can pick up the latest raw SQL dump of the categorylinks table. That's probably the closest you will get. There are tools like http://tools.wikimedia.de/~daniel/WikiSense/CategoryTree.php but it's not practical if you want to download info on ALL the categories, pluss the toolserver still have a corrupted out of date copy of the enwiki database.
