The real point of longer terms is to prevent concentration on a single issue--and thus greater fairness overall. Burt I agree that 3 years is probably unrealistic, and wonder if there is perhaps community consensus for a compromise of two years to see if things get improved.
This must be Somebody's Law in action. Any discussion of how to get more work out of volunteers moves in the end from adding people to subtracting them. A discussion with them of what the work is ends up with the comment that they should do less discussing and more work. (The second at least has better sense on its side. I suppose I might have fallen for the first at times in the past.)
