Sounds like more complaints about the heirarchy and allegations of a cabal would follow pretty quickly in that event. :)

Seriously, the problem with such a system would be simply that there is no one we trust enough, not even me. I mean, I used to fill that role, but lots of people were legitimately nervous about it, and it only worked out because, by temperament, I was always disposed to wait too long before actually banning, and too quick to let people back in.
I can envision some huge huge huge wars about arbitrary decisions.
Some form of voting is important for the purpose of legitimizing decisions in these eyes of the wider community.
