Then, people who you may have trust issues with can be more easily promoted, because they can easily be removed. I'm much more likely to vote support on a candidate with a long history, but some questions about, if I know that if they abuse the tools or continually do the wrong thing, I can work to get them removed. That's not the case currently.
In practice I don't think this is such a problem. I can think of a couple of people who are now admins who I had pretty much this qualm over, but who both shaped up fine after a slightly rocky start.
And deadminning is a much bigger deal than adminning by its nature.
