There are those who have every intention of malicious behaviour (like Oldwindybear) and there are those who don't expect to have to do it at all. I'd like to point out I'm one of the three desysopped for some form of sockpuppetry. Arguably mine was far less malicious and did no real damage v.s. what OWB could've done. RfA is never going to promote zero bad admins unless we overhaul it to promote zero admins period. That's the unfortunate reality of the situation.
How many sockpuppeting admins have we had? On WP:DESYSOP, it says 33 users have been desysopped. Five were temporary emergency measures due to account compromise, so that leaves 28 desysopped for some form or another of misbehavior. Only three of those were for sockpuppetry that I can see. Out of 1,288 current admins as of this writing (and plenty more who have voluntarily desysopped over the history of the project) that's not a failure rate that screams to me we need an overhaul, NOW.
