We don't know whether the person is using the school's computer or his or her own computer, but connected to the schools internet. 4. There are LiveCDs. 5. If the school computers run on *nix, individual users can generally build programs from source.
Most likely, if the school *really* doesn't want students installing software, the permissions will be set up to prevent it.
