Sysop is no higher level in terms of policies. Sysop is only the right to use some advanced technical features in the wiki software that are considered as too dangerous to be given to any newbie or vandal.
A newbie has to ask for someone else doing these task, e.g. on Votes for deletion, Vandalism in progress, etc.
