I think this would be an interesting project for the developers:
Create a kind of tag that, when placed on a non-talk page, displays a "this article is sub-par" kind of message, but puts a more descriptive message on the talk page.

If nothing else, I think the "stub" tags (and associated categories) should go to the talk pages. These stub categories are very "meta", in that they don't group articles based on subject matter so much as they group them based on their characteristics as articles. Things that are only of use to editors should generally stay off the main articles, IMO.
