This seems to make the incorrect assumption that manpower doesn't cost money. It does. When it comes to the level of deploying surfaces within Wikimedia, it almost always requires vetting, support and the access rights of Wikimedia personnel.
I also note that the volunteer run tiles service of wmf labs already provide hill shading as an optional layer Demo: https://tools.wmflabs.org/maplayers-demo/#filter=WMFLabs.Hill%20shading
