The WikiMiniAtlas (blue ball next to the coordinate link) already supports display of such vector overlays.

I am about to run a bot that would attach KML county outlines to all US county articles. A similar bot is being developed by User:The Anome for al US highways.

I suppose the biggest question is where should the vector data come from. For simple polygons with a few dozen points it could be passed in directly. With Vector Layers you can pull data from GeoCommons [2] and other databases easily.
