This seems to make the incorrect assumption that manpower doesn't cost
money. It does. When it comes to the level of deploying surfaces
within Wikimedia, it almost always requires vetting, support and the
access rights of Wikimedia personnel.
I also note that the volunteer run tiles service of wmf labs already
provide hill shading as an optional layer

According to my tests, the map server provides this formats:
- .jpeg / .png / .json / .pbf / .svg
Is this intended or should the formats for production be reduced to an
absolut minimum?

- Under which URLs will the localized maps bei published to the public?
- Is there somewhere a list of servers / dns-names used for the map
production?
