I would be more concerned about the Internet Archives' usage policy than licensing; given that NASA images are inherently public domain. However, I would like to see us maintain good relations with organizations such as Internet Archives, so we should be be very careful not to step on their toes.

The first line of their donate page (after "thankyou") says:
"If you want to donate a digital collection, please contact us."
That's pretty awesome. It might be worth having a page about people who want to donate digital collections (or access to collections to make digital) on the WMF wiki. Obviously people are willing to do it -- we've received some without even asking -- so it might be interesting if we specifically asked, too.
