Not exactly, no. There is the possibility of sub-national chapters (for example WM NYC). However, you are right, at this stage, there are no chapters called Wikimedia Catala or Wikimedia Québec. And while no group or organisation has asked to be recognised as the chapter Wikimedia Québec, the application to get the Wikimedia chapter status from the Catalan Group has been rejected by the chapters committee. There is no such thing as Wikimedia Catala.
