As I am trying to host a meeting to move forward, I would like to chair this meeting. I am not an administrator of the IRC channel and would therefore prefer to host the meeting in a real time chat program. I prefer to use google talk as it tends to be more generous with cutting and pasting text.

You really don't need to be an op to chair a meeting, but if it is needed, I am sure that that can be arranged in time. I can see why you would like to use gtalk, but all the people who have responded so far think another venue would be easier. It's also fairly easy to copy IRc logs.

Not really; people have been too silent about this to squabble. Good specific proposals have been made by various persons, but serious commentary and discussion has been remarkably absent.
For me drafting by-laws is relatively easy, but if we are going to build an organisation that attaches great importance on free and open participation then people are just going to have to participate responsibly. The price that one pays for a participatory system is participation. That means more than hoping that a panic-born chat room conversation will bring a quick fix.

Mitch and I are currently talking on IRC about how to refactor the project page and organize the effort. As for the January 30 meeting, I don't see any harm in having it on IRC. Mitch has prepared a by-law proposal that I am attempting to get some feedback about from the Chapter Committee on Meta. I am confident that we can make this work.

I'm glad to see people come to life! I generally don't participate in chat rooms, and I don't see enough reason to start now. Pages have been set up on Meta to handle these matters, and it would be very much preferred if criticisms and suggestions about proposed by-laws be put there in the interest of transparency. A chat room does not lend itself to the kind of thoughtful discussion that such a thing requires.
