NPOV is a global policy across all projects and is older than the
foundation or wikibooks. It is non-negotiable from the start.
But, where to put something like "Impressionist analysis of Orwell's
1984."? This is useful for learning about a book, but this is
inherently POV.
So, where to put such papers?
