What you try to achieve already exists IMO.
Have a look to kiwix-serve to serve the Wikipedia 1.0 selection or
Wikipedia for school selection/ZIMs.
Why reinventig the wheel?
I'm also currently involved in a project which has for purpose to
deliver Wikipedia offline in Zimbabwe (many thousands of DVDs).
