It is not really true. We have a ticket to simplify that task here: https://github.com/openzim/wikifundi/issues/97

Also, can wikifundi be used for a wikipedia / wiktionary in a newly setup language - or only for the few languages currently available for download???
It could, but a big part of the WikiFundi is editorial work to choose which articles, help, content to bring in the local Mediawiki... This work has to be done.
