Okay, so here's something that can be fixed.
Go here:

Scroll to the bottom. Click the "Skip this step in the future" checkbox.
Note the tooltip that appears.
It's awful. It's just plain horrible. Why?
* It's the same color as the background. * the border color is nigh-invisible. * the pokey bit is too shallow (which makes it invisible to people with bad vision).
I want to make a better one.
Any thoughts, or does anyone want to take this?

Sure this easy to change, but I would prefer to focus more effort on the bigger picture right now which is to continue to define our standards instead of changing small items. That way we create a much stronger sense of consistency across the board. I think this is a good item to look at to spark a bigger discussion around all of our system notifications/tooltips.
Agreed, lets add this to the component bucket on our wiki. The critical issue to me is position: Perhaps the checkbox+ button should be above the fold Unless there is data that the current position encourages users to study the illustration.

So let's start that discussion. Especially since Echo is on the way. Also, I believe there is discussion around an initial "here's how things work" thinger for mobile, so maybe this is an area we should look at sooner.
The way I see it, there are a few types of tooltips that we might end up with:
* "Help" tooltip hovers * "Additional Info" hovers * "Instant Info" hovers (which seem the same as additional info, but are context relative - like the one in my example. you don't know they're going to happen until they do.) * "Lookee Here" hovers (this is a new feature, you should look at it)
That's aside from anything like flyouts and the like.
The reason this is coming up now is because there's an upload wizard deployment soon, and i'd like to get some fixes in while we're able.

Some guidelines for tooltips would also be helpful for the Wikidata project, to try to create some consistency.
